This study was commissioned by Project BLOOM, an early childhood system of care initiative funded by the Substance Abuse Mental Health Services Administration. The grant was administered by the Colorado Department of Human Services, Division of Behavioral Health in collaboration with JFK Partners and four communities (i.e., El Paso, Fremont and Mesa Counties, and Aurora).
Description
The wraparound process is structured to operationalize the core values and guiding principles of a system of care. The purpose of this study was to determine how closely other mandated planning processes also operationalize system of care values and principles across the four Project BLOOM communities. The results from this study were used to inform Project BLOOM’s strategic planning efforts to reduce and/or coordinate the different planning processes when appropriate.
The planning processes that were studied are:
- Part C Individualized Family Services Plan (IFSP)
- Family Support Planning Process
- Part B Individualized Education Plan (IEP)
- Head Start/Early Head Start
- Family Group Conferencing (FGC)
- Team Decision Making (TDM)
